I'm not sure I understand your request. If you mean can WebCopy copy the raw PHP files from a web server, this is not normally possible as the source PHP files will be interpreted and their output returned, not the original source file. For access to the raw source, you need direct access to the server and a program such as FTP.

If you mean can WebCopy be called from PHP, I have no idea - I only have the most basic of knowledge of PHP. I suspect however that there are much better native alternatives if you want to crawl a website using PHP.
