Title: Bug with checkboxes in Rules dialog

In the Rules dialog, the rules don't memorize their tick marks. For example, when I have a rule with the tick marks "Exclude" and "Don't crawl content", and a second rule with "Include" and "Crawl content", these tick marks don't remain like that when I click on each of the rules. When I click on each of the rules in the list of rules, both rules start having "Exclude" AND "Include" (that shouldn't be possible at all, and also they should memorize the tick marks). When I remove the tick mark next to one of those, the other one disappears as well.

Moreover, the rules don't work. I have a rule with a regex to include specific URLs, but URLs that match the regex nonetheless get skipped with the skip reason "Extenal".

Apologies for the delay in responding. I was able to reproduce the checkbox issue so I'll get that logged and fixed in the next 1.9 update.

Rules are applied after intrinsic features, meaning that if a URL is classed as external (usually due to Crawl Mode setting) it isn't possible to alter that via a rule. I'm not against reworking this behaviour, what use case did you have for including patterns like this?
