It's an interesting question! There's no technical reason why CopyTools can't use the localisation support developed for Gif Animator, just time and resources I suppose. I haven't actually had any feedback from users of Gif Animator on if they found the translation support useful (or accurate given they are machine translated) and I forgot to add a metric for it in the analytic data.
So the best answer I can give you right now is "probably", but not in the short term.
