Skip existing [downloaded] content

Hello Richard!

In one of your replies you wrote "By default, WebCopy won't overwrite existing files unless it already knows the filename is the local version of the URI being copied."

Unfortunately, every time I restart a project to update the local content, WebCopy downloads the entire content overwriting the existing downloads. Even following your suggestions at "How can I copy only changed files from a website?" did not result in the desired behavior.
How can I prevent WebCopy from overwriting existing files?

I have the same problem. Enormous traffic is generated and enormous time is wasted, as the same big video files > 6GB are downloaded again and again an again, but absolutely nothing has changed about the video file nor the project.
